Odisha Sets Up Economic Advisory Council for $1.5 Trillion Goal

The Odisha government has constituted the Chief Minister’s Economic Advisory Council (CM-EAC) to guide the state’s long-term economic strategy and support its development targets for 2036 and 2047.
The Finance Department issued the notification on September 25, 2026. The council will provide evidence-based advice to the Chief Minister on economic policies, emerging sectors, investment, employment and inclusive growth.
The state aims to build a $500 billion economy by 2036 under its ‘Samruddha Odisha’ vision and achieve a $1.5 trillion economy by 2047 under ‘Vikshit Odisha’.


The council includes experts from areas such as public administration, agriculture, taxation, economics, academia and technology. Members include former Odisha Chief Secretary Dr Jugal Kishore Mohapatra, former Paradip Port Authority Chairman Santosh Kumar Mohapatra, former Agriculture Secretary Dr Shobhana Kumar Pattanayak, former IMF economist Arbind Modi, economists Dr Deepak Mishra and Prof. Srijit Mishra, and Sarvam AI co-founder and CEO Pratyush Kumar.
The CM-EAC will examine global and domestic economic trends and advise on sectors including artificial intelligence, green energy, digital and blue economy, climate resilience, industrial development, MSMEs, skill development and employment generation.
The council will meet at least twice a year, while the Finance Department will serve as its secretariat. Its expert members will serve a two-year honorary term.
