Strict Rules Issued for Odisha Student Union Elections

Bhubaneswar: Authorities have issued comprehensive guidelines for student union and association elections across Odisha, focusing on political neutrality, spending limits, digital conduct and transparent campaigning.

The rules mandate complete disassociation from political parties and bar non-students, distance education students and those enrolled in PPP-mode courses from contesting or participating. Undergraduate candidates must be aged 17-22 and postgraduate candidates up to 25, with regular SAMS enrolment, at least 75% attendance and no academic arrears, criminal record or pending disciplinary proceedings.

Election expenditure has been capped at ₹5,000 per candidate. Candidates cannot accept political party funding and must submit certified expenditure statements within two weeks of results. The reports will be made public through the HIMS Portal, while overspending or non-compliance could lead to cancellation of the election.

The guidelines also prohibit AI-generated fake content, misinformation, personal attacks and defamation. Printed posters and pamphlets, loudspeakers, vehicles and animals are banned during campaigning. Only handmade posters at designated campus locations will be allowed.

Canvassing within 100 metres of polling stations, campaigning outside campus, defacing property and appeals based on caste or religion are prohibited. Candidates must also ensure polling areas are cleaned within 48 hours, failing which a joint penalty of ₹1,500 may be imposed.

Institutions will set up Grievance Redressal Cells headed by the Dean (Student Welfare) or a designated faculty member to address complaints. The cells can summon parties, inspect financial records and issue temporary restraining orders, with appeals against decisions lying with the institutional head.
