Odisha Mining Revenue Tops ₹3 Lakh Crore in 10 Years

Odisha has collected more than ₹3.05 lakh crore in mining revenue, including the District Mineral Foundation (DMF), over the 10-year period from 2016-17 to 2025-26, Steel and Mines Minister Bibhuti Bhushan Jena informed the Assembly on Thursday.According to data presented by the minister, the state earned around ₹2.70 lakh crore from mining, excluding DMF, during the period, while royalty collections accounted for ₹1.27 lakh crore.
Mining revenue excluding DMF increased significantly from ₹5,134.90 crore in 2016-17 to ₹46,710.57 crore in 2025-26. When DMF collections are included, the figure rose from ₹7,328.53 crore to ₹51,127.10 crore. The highest annual collection during the decade was ₹49,859.12 crore in 2021-22.

For the current financial year 2026-27, Odisha had collected ₹21,586.19 crore in mining revenue up to September 15. With an additional ₹2,183.22 crore from DMF, the total stood at ₹23,769.41 crore.
In another reply, Jena clarified that no mining royalty is pending from the Centre, as the state directly collects royalty from mining leaseholders.
He also said the government had raised ₹20,417.64 crore in penalties against iron ore and manganese miners for various statutory violations following the Supreme Court’s August 2, 2017 judgment. Of this amount, ₹17,701.23 crore has been recovered, including interest, while ₹2,695.26 crore remains outstanding. Since the BJP government assumed office, ₹46.89 crore has been recovered from the pending dues.
Recovery proceedings against defaulting mining leaseholders are currently pending before certificate officers under the Odisha Public Demands Recovery Act.
