Odisha Cabinet Approves Recruitment Rules for CAD&PIM Ministerial Staff

Bhubaneswar: The Odisha Cabinet on Wednesday approved the Odisha Command Area Development Ministerial Services (Methods of Recruitment and Conditions of Service) Rules, 2026, paving the way for regular recruitment of ministerial staff in the Command Area Development and Participatory Irrigation Management (CAD&PIM) wing under the Department of Water Resources.
The proposal, placed by the Command Area Development wing, aims to establish a structured recruitment framework for ministerial employees who play a key role in the department’s day-to-day administration.

These personnel are responsible for a range of administrative functions, including maintaining official records and files, managing cash books, processing bills, and assisting senior officials in administrative and operational work.
According to officials, the absence of a dedicated service rule had stalled recruitment for the ministerial cadre, resulting in a large number of vacant posts and affecting the smooth functioning of the department.
With the approval of the new rules, the government expects to create a dedicated pool of ministerial staff, helping strengthen administrative efficiency, support field-level operations, and improve the overall functioning of the CAD&PIM organisation.
