Odisha to Launch App to Check Fire Safety Certificates

Bhubaneswar: Citizens in Odisha will soon be able to check the fire safety status of hotels, malls, multiplexes, private hospitals and other public establishments through a mobile app.The Odisha Fire and Emergency Service is developing the application, which will be linked with its AI-based Agnisathi chatbot. In the first phase, details of more than 300 establishments in Bhubaneswar will be made available. The service will later be expanded to other major cities across the state.

The app will allow people to verify whether an establishment has a valid fire safety certificate. The certificate is issued only after the Fire Service confirms that the required fire prevention and firefighting equipment is available. The department is also planning a statewide database covering major buildings and establishments that require fire safety certificates. The Agnisathi chatbot and Agnishamaseva portal will provide information on the application process and safety requirements.

Statewide Safety Drive
The Fire Service will conduct a special campaign, ‘Surakhsit Odisha-Vikshit Odisha’, from September 15 to October 15 to identify establishments operating without valid fire safety certificates.Fire Service DG Sudhanshu Sarangi said the drive will focus on checking fire NOCs and ensuring compliance with safety norms. He said establishments holding valid certificates are required to maintain adequate firefighting arrangements.

According to Sarangi, the department has already issued more than 800 notices in 2026 for violations of fire safety regulations during inspections of various establishments and high-rise buildings.Officials said the campaign follows recent fire incidents at establishments that reportedly lacked valid fire safety certificates. They stressed that Odisha’s development must be accompanied by stronger fire safety measures.

Under the Odisha Fire Prevention and Fire Safety (Amendment) Rules, 2019, high-risk premises such as hotels, hospitals, educational institutions, cinema halls, multiplexes, shopping malls, factories, warehouses, high-rise buildings and other specified establishments are required to obtain fire safety certificates.
