Centre Plans 60,000-Strong Civil Defence Volunteer Network Across 12 States and UTs

The Union Ministry of Home Affairs is preparing to establish a nationwide civil defence network involving approximately 60,000 volunteers across 12 states and Union Territories, in partnership with the Indian Army. The initiative will initially be implemented as a pilot project to strengthen emergency preparedness and civil defence capabilities.
As part of the first phase, 600 master trainers will receive specialised training over three days at designated Indian Army training centres. Each participating state and Union Territory will nominate 50 trainers for the programme, which is expected to conclude by the second week of November 2026.

The initiative is aimed at building a well-trained and organised volunteer force capable of responding effectively to emergencies and other critical situations. It also seeks to improve preparedness through modern equipment, advanced technology and updated training methods.
The plan reflects the vision outlined by Prime Minister Narendra Modi in his Independence Day address, where he called for the development of a robust civil defence system equipped to meet emerging security challenges and respond to emergencies more efficiently.
