Odisha to Introduce NGDRS in Phases for Digital Property Registration

The Odisha government plans to introduce the National Generic Document Registration System (NGDRS) in selected registration offices in the first phase to make property registration more transparent, faster and convenient for citizens.

The proposal was discussed at a meeting chaired by Revenue and Disaster Management Minister Suresh Pujari at Lok Seva Bhawan on Monday with the National Informatics Centre’s software development team from Pune.

The digital platform will facilitate online document preparation, property valuation, stamp duty and fee calculation, payments, appointment booking and application tracking, reducing paperwork, errors and repeated visits to registration offices.

The plan also includes digital verification, biometric authentication, electronic document approval, secure record preservation and improved monitoring of pending cases and office performance. The government will also explore the use of artificial intelligence, data analytics, GIS and integration with land records, depending on technical readiness and policy decisions.

Pujari said NGDRS, an initiative of the Department of Land Resources under the Union Ministry of Rural Development, follows the concept of “One Nation, One Registration” while allowing states to customise the system according to their requirements.
