Odisha to Form Structured Engagement Mechanism for Singapore Investment Proposals

The Odisha government just rolled out a “Structured Engagement Mechanism,” aiming to turn the economic plans with Singapore into real, on-the-ground projects. This framework is set up to fast track Singapore-backed investments, making sure things actually get done on time. They announced this right after a key meeting at Lok Seva Bhavan, where Chief Minister Mohan Charan Majhi hosted Singapore’s High Commissioner to India, Simon Wong, and a group of top diplomats and officials.

First up on their agenda: To operationalize the eight major Memorandums of Understanding, signed in January 2025 during Singapore President Dr. Tharman Shanmugaratnam’s visit. These MoUs cross five different government departments and are meant to spark targeted industrial growth. Chief Minister Majhi sees a ton of opportunity in Singapore’s strong suits—urban planning, clean energy, port management, tech, fintech, and insurtech—and he’s focused on ramping up collaboration in these areas.

Majhi promised Singaporean investors total support from the state’s administration. He pointed out that Odisha is pro-business, makes decisions quickly, and a single-window system to clear projects fast. He said Odisha is in a high-growth phase zone. Majhi called Singapore a “natural development partner,” key to reaching Odisha’s “Samruddha Odisha” (Prosperous Odisha) goal by 2036 and India’s own “Viksit Bharat” (Developed India) target by 2047.

Looking ahead, Majhi also invited a business group from Singapore to come visit Odisha and scout out new opportunities, especially in cutting-edge areas. He spotlighted youth training programs in fintech and insurtech—kickstarted through the Black Swan Summit—as great launchpads for startups and innovation together. High Commissioner Simon Wong congratulated Majhi on two successful years in office and promised that Singapore would stick with Odisha for the long haul.

The high-profile meeting was attended by senior diplomats and administrative heads from both sides. On Singapore’s team: Cheong Ming Foong, the Consul-General in Mumbai, and a few other top officers. Representing the Odisha government were top bureaucrats, including Chief Secretary Anu Garg, Additional Chief Secretary (Home) Hemant Sharma, and Additional Chief Secretary (Energy) Vishal Dev, all tasked with ensuring the operational success of the newly formed engagement pathway.
