Odisha Simplifies Stamp Duty Structure for Apartment Registration, Fixes Uniform 5% Rate

Bhubaneswar: In a significant relief for homebuyers, the Odisha government has decided to streamline the stamp duty structure for apartment registrations by eliminating multiple charges.

The decision was taken at a recent Cabinet meeting, where it was approved that buyers will now pay a uniform stamp duty of 5% at the time of registering an apartment. This replaces the earlier multi-slab system, under which stamp duty was charged at 3%, 4%, or 5% depending on the value of the property.

In another key move, the Cabinet cleared an amendment to the Odisha Apartment (Ownership and Management) Act, 2023. As per the revised provision, associations of allottees will be required to pay a nominal stamp duty of ₹50,000 for executing the deed of conveyance related to the transfer of common areas and shared facilities.

Officials said the reform is aimed at simplifying the property registration process while ensuring that government revenue remains protected.

To implement the changes, the state government will introduce an ordinance to amend the Indian Stamp Act, 1899.

The move is expected to bring greater clarity and ease for apartment buyers, while also promoting transparency in real estate transactions across the state.
