Odisha Signs ₹2.1 Lakh Crore UAE Investment Deal

Odisha Chief Minister Mohan Charan Majhi’s UAE investment outreach began on a strong note, with the state signing an agreement with International Holding Company (IHC) and the Adani Group to explore 14 projects involving an estimated investment of ₹2.1 lakh crore. The proposed projects are expected to create around 8.68 lakh employment opportunities.


The projects span key sectors including metals, critical minerals and rare earths, petrochemicals, renewable energy, healthcare, tourism, industrial infrastructure, skill development and sports infrastructure.
During his visit to Abu Dhabi, Majhi held discussions with senior executives from IHC and the Adani Group. Talks also progressed on an integrated aluminium project, with proposed locations for an alumina refinery in Rayagada and an aluminium smelter in Sundargarh.
The Chief Minister also met Borouge CEO Hazeem Sultan Al Suwaidi and invited the UAE-based company to explore a large-scale chemicals downstream complex in Odisha, potentially linked to the proposed naphtha cracker project at Paradip.
Odisha further signed a cooperation agreement with the Indian Business and Professional Group (IBPG) to boost trade and investment ties. Discussions included exports of turmeric, ginger and seafood, contract manufacturing for UAE brands and opportunities for skilled professionals.
Majhi also presented Odisha’s infrastructure and port projects to UAE-based investors under the public-private partnership model, highlighting long-term investment opportunities in the state.
