Odisha CM Announces Sugar Mill, Textile Park for Balangir on Panchayati Raj Day

Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi on Friday announced the establishment of a sugar mill and a textile park in Balangir district during the state-level celebration of National Panchayati Raj Day, underscoring the government’s focus on strengthening rural infrastructure and boosting local economies.

Addressing the gathering, the Chief Minister highlighted the changing role of Panchayati Raj institutions, noting that they are no longer limited to implementing government schemes but are now actively contributing to social, economic, and infrastructure development at the grassroots level.

He described National Panchayati Raj Day as more than a ceremonial occasion, calling it a moment to reinforce the spirit of rural self-governance and grassroots democracy. Referring to the progress since the 73rd Constitutional Amendment, Majhi said the Panchayati Raj system is currently in a crucial phase and requires active public participation and innovative approaches to become more dynamic and effective.

Reaffirming the state’s commitment to the vision of a Developed India, he said the government is prioritising key areas such as protection of water, land and forests, along with education, healthcare, employment generation, and women’s empowerment in rural regions.

On the occasion, the Chief Minister inaugurated and laid the foundation for development projects worth around Rs 580 crore in Balangir district. This included the inauguration of 268 projects valued at Rs 329 crore and foundation stones for 36 projects worth Rs 252 crore. Among the key initiatives was the foundation laying for a new Nursing College at Bhima Bhoi Medical College.

Sharing his personal experiences as a former Sarpanch, Majhi urged Panchayat representatives to work with dedication for the overall development of poor communities, women, youth, and farmers. He also felicitated districts, blocks, and Gram Panchayats that performed well in implementing MGNREGS and rural housing schemes.

Deputy Chief Minister Kanak Vardhan Singh Deo said that building strong and vibrant villages is essential for achieving the goal of a Developed Odisha, stressing the need to further empower Panchayati Raj institutions.

Panchayati Raj and Drinking Water Minister Rabi Narayan Naik highlighted rural empowerment and citizen-centric governance as key pillars of development. He noted that the state budget for 2026–27 has earmarked Rs 44,309 crore for rural development, reflecting the government’s commitment to strengthening village economies.

Health and Family Welfare Minister Dr Mukesh Mahaling said that coordinated efforts between the Centre and the state are ensuring that the benefits of Panchayati Raj institutions reach every household. He added that the government is focused on providing essential services to rural populations through strengthened local governance systems.

The event was attended by several public representatives, including MLAs, local leaders, and officials. Panchayati Raj Commissioner-cum-Secretary Girish SN delivered the welcome address, while Balangir District Collector Gaurav Shivaji Isalwar proposed the vote of thanks. Several ministers and legislators from across the state also joined the programme virtually.
