Odisha Government Transfers Seven IAS Officers, Several OAS Officials in Major Reshuffle

Bhubaneswar: The Odisha Government on Tuesday effected a major administrative reshuffle, transferring seven IAS officers and several Odisha Administrative Service (OAS) officers and assigning them new responsibilities across various departments.

Among the IAS officers, 2014-batch officer Birendra Korkora, who was serving as Director of Secondary Education, has been appointed Additional Secretary in the Home Department. His batchmate Aradhana Das, Additional Secretary in the Home Department, has been transferred as Additional Secretary in the Forest, Environment and Climate Change Department.

The government has appointed 2015-batch IAS officer Jugaleswari Dash, currently Director of OBC, as the new Director of Secondary Education.

In another change, Archana Das Pattanaik, Additional Secretary in the Excise Department, has been posted as Director of AYUSH, while Anjana Panda, who was serving as Director of AYUSH, has been appointed Additional Secretary in the Excise Department.

Sanjaya Kumar Biswal, Additional Secretary in the Commerce and Transport Department, has been transferred as Director of Information and Public Relations (I&PR), Bhubaneswar.

Meanwhile, 2020-batch IAS officer Sundara Madhaba Padhi, Deputy Secretary in the Works Department, has been appointed Chief Operating Officer of the Odisha Maritime Board. He will continue to hold additional charge as General Manager of the Odisha State Road Transport Corporation (OSRTC).

OAS Officers Also Transferred

The reshuffle also includes a number of senior OAS officers.

Babita Mohanty, Special Secretary in the Forest, Environment and Climate Change Department, has been posted as Special Secretary in the General Administration and Public Grievance (GA & PG) Department.

Anuj Kumar Das Pattnaik, Director of I&PR, Odisha, has been transferred as Special Secretary in the Planning and Convergence Department.

Himansu Sekhar Behera, Additional Secretary in the Odisha Lokayukta, has been posted as Special Secretary to the Home Department.

Kalpataru Behera, Additional Commissioner of the Cuttack Municipal Corporation, has been appointed Director of Estates and Ex-officio Special Secretary in the GA & PG Department.

Santoshi Sahoo, Registrar of Odisha University of Health Sciences (OUHS), Bhubaneswar, has been transferred as Special Secretary in the Skill Development and Technical Education Department.

Manaswini Sahu, who recently joined the GA & PG Department after serving as Registrar of Rama Devi Women’s University, has been posted as Additional Secretary in the Odia Language, Literature and Culture Department.

Prakash Chandra Mohanty, Additional Secretary in the Planning and Convergence Department, has been transferred as Secretary of the Odisha Sub-Ordinate Staff Selection Commission (OSSSC), Bhubaneswar.

Debabrata Mallick, Additional Secretary in the GA & PG Department and holding additional charge as Nodal Officer of the Odisha Administrative Tribunal, has been posted as Additional Secretary in the Commerce and Transport Department.

Jayashree Senapati, Joint Secretary in the Water Resources Department, has been transferred as Joint Secretary in the OSSSC.

Paresh Kumar Nayak, Joint Secretary in the Higher Education Department, has been appointed Additional Commissioner of the Cuttack Municipal Corporation on foreign service terms and conditions.

Swarupananda Sahu, OSD in the Sports and Youth Services Department, has been posted as Deputy Secretary in the OSSSC.

The government has also issued orders concerning two OAS officers in Karanjia. Dayasindhu Parida, Sub-Collector, Karanjia, will continue to hold additional charge as Project Administrator of ITDA, Karanjia, until further orders. Meanwhile, Chittaranjan Mohanta, Project Administrator of ITDA, Karanjia, has been transferred as Additional Sub-Collector, Subarnapur.

According to a notification issued by the General Administration and Public Grievance Department, the controlling authorities of the officers concerned have been directed to relieve them within seven days from the date of issuance of the transfer orders.

The notification further stated that officers who are not relieved within the stipulated period will be deemed to have been centrally relieved with effect from September 1, 2026.

All relieved officers have been instructed to join their respective new assignments without availing themselves of joining time or leave.
