Rath Yatra 2026 Set Global Benchmark in Smart Policing, Integrated Event Management: IG Satyajit Naik

Bhubaneswar: Rath Yatra 2026 has emerged as a global model for integrated event management, public safety and smart policing, according to Inspector General of Police (Central Range) Dr. Satyajit Naik, IPS, who said the successful management of the mega religious festival showcased Odisha’s ability to combine technology, meticulous planning and community participation.

In an article on the management of the annual festival, Dr. Naik described the Rath Yatra as one of the world’s most complex recurring public events, requiring extensive coordination among multiple agencies to ensure the safety and convenience of millions of devotees visiting Puri.

He said the Odisha Police viewed the festival not merely as a law-and-order responsibility but as a public service mission, with personnel assisting pilgrims, reuniting lost children with their families, providing first aid and ensuring a safe and dignified experience for visitors.

According to Dr. Naik, preparations for Rath Yatra 2026 began months in advance with vulnerability assessments, security audits, crowd simulation exercises, route inspections and inter-departmental coordination meetings. Detailed contingency plans were also prepared to tackle emergencies such as adverse weather, fire incidents, medical emergencies and crowd-related situations.

Highlighting the operational framework, he said an integrated command and control system brought together Odisha Police, district administration, intelligence agencies, Fire and Emergency Services, the Health Department, disaster response teams, temple administration and municipal authorities. The unified command structure enabled real-time coordination and faster decision-making throughout the festival.

Technology played a key role in strengthening security arrangements, Dr. Naik said. Artificial Intelligence-assisted CCTV surveillance, drone monitoring, GPS-enabled tracking of supervisory officers, secure digital communication systems, electronic access control and cyber surveillance enhanced situational awareness and supported preventive policing. Official social media platforms were also used to issue public advisories and counter misinformation.

He noted that scientific crowd management remained central to the security strategy, with sector-wise deployment, continuous monitoring of crowd density, regulated pedestrian movement, emergency evacuation corridors and dedicated routes for ambulances. Special arrangements were made for senior citizens, women, children and persons with disabilities.

Security was implemented through a multi-layered system covering highway surveillance, city access control, traffic regulation and protection of the temple precinct and chariots. Specialised units, including Bomb Detection and Disposal Squads, Dog Squads, Quick Response Teams and intelligence personnel, remained on duty throughout the festival.

Dr. Naik also emphasised the importance of disaster preparedness, stating that mock drills and contingency plans involving police, health services and disaster management agencies helped ensure readiness to respond to emergencies.

He credited the smooth conduct of the festival to the collective efforts of temple servitors, volunteers, Scouts and Guides, NCC and NSS cadets, civil society organisations and local residents, who worked alongside government agencies and police personnel.

The senior police officer further said transparent communication through public announcement systems, multilingual advisories, digital displays, traffic bulletins and regular media briefings helped keep devotees informed and minimised confusion during the festival.

Describing Rath Yatra 2026 as a model for managing large public gatherings, Dr. Naik said the experience offers valuable lessons for governments and law enforcement agencies worldwide. He noted that the event demonstrated the importance of integrated planning, technology-enabled policing, community participation and institutional coordination in ensuring public safety during mega events.
