Odisha Works Department Restricts Construction Activities During Peak Heatwave Hours

Bhubaneswar: Amid prevailing heatwave conditions across the state, the Odisha Works Department has directed a halt to outdoor construction and labour-intensive activities during peak afternoon hours to safeguard workers from extreme heat exposure.

According to an official press release, no construction work should be carried out between 11 a.m. and 3 p.m., when temperatures remain at their highest and pose serious health risks to labourers working at project sites.

The Engineer-in-Chief (EIC) of the Works Department has issued instructions to Chief Construction Engineers and Superintending Engineers across all zones, reiterating the state government’s heatwave safety advisory.

The department stated that despite earlier instructions, reports have surfaced in the media indicating that labourers are still being engaged during restricted hours at certain project locations. Taking serious note of the issue, authorities have directed contractors to strictly comply with the order and suspend all work during the specified time period.

The Works Department has also stressed the importance of worker welfare measures at construction sites. Contractors have been instructed to ensure availability of shaded rest areas, safe drinking water, and first-aid facilities for labourers.

Field-level officials have been asked to remain vigilant and ensure strict implementation of the guidelines. They have also been directed to spread awareness among workers and contractors to prevent heat-related illnesses and avoid any untoward incidents during the ongoing heatwave situation in the state.
