Odisha Targets 50% EV Adoption by 2036 Under New Policy
Bhubaneswar: In a major step toward sustainable mobility, the Government of Odisha is preparing to roll out its Electric Vehicle (EV) Policy 2.0 with an ambitious target of achieving 50% Battery Electric Vehicles (BEVs) in all new vehicle registrations by the year 2036.
A high-level brainstorming session was held on Tuesday, jointly organised by the Commerce & Transport Department and the Energy Department. The meeting was co-chaired by Usha Padhee, Principal Secretary of Commerce & Transport, and Vishal Kumar Dev, Principal Secretary of Energy. Senior officials from both departments took part in comprehensive deliberations aimed at accelerating Odisha’s shift to electric mobility and aligning with broader climate goals.
The state has already seen a steady rise in EV registrations, growing from just 1.16% in 2021 to 8.71% as of June 20, 2025. With over 550 public charging stations (PCS) currently operational—managed by two-wheeler manufacturers, power distribution companies (DISCOMs), and oil marketing firms—the infrastructure backbone is steadily taking shape. The State Transport Authority (STA) has also floated a Request for Proposal (RFP) for setting up additional PCS at key locations across Odisha.
As part of the policy revision, the government is looking to extend and enhance incentives for both EV buyers and Charge Point Operators (CPOs). Empanelled CPOs will be eligible for state-funded incentives on a first-come-first-serve basis. Additionally, the state is exploring a mechanism to redirect revenue from Internal Combustion Engine (ICE) vehicles to a dedicated EV fund to support both adoption and infrastructure development.
To address the challenge of “range anxiety,” a common concern among EV users, the new policy will prioritize the rollout of charging infrastructure in both urban and semi-urban areas. A balanced and holistic approach is being planned—supporting the manufacturing ecosystem while offering demand-side incentives—to ensure inclusive and sustained growth of the EV sector.
Odisha will also leverage the central government’s PM e-DRIVE scheme to secure financial support for EV adoption. The Commerce & Transport Department has already submitted its recommendations for inclusion in the scheme’s framework.
As part of its broader Vision 2036 plan, Odisha aims to achieve 50% adoption of Electric and Alternate Fuel Vehicles. The upcoming EV Policy 2.0 will be shaped by insights from the current policy’s performance, industry feedback, and cross-departmental coordination.
The initiative reaffirms Odisha’s strong commitment to green mobility, carbon reduction, and building a forward-looking electric vehicle ecosystem that can serve as a model for other states.
