Architect of Developed Odisha

Bhubaneswar (Surjit Kumar Dhal): The Odisha Government under the superb leadership of Chief Minister Naveen Patnaik doing extraordinary developmental works for the State. All the members of the Government give their full efforts for the betterment of Odisha. Major part of the State’s development are properly organized and completed by the superb bureaucrats who are with the CMO. We are here to discuss about all the officers who are engaged themselves in the dream project of our honorable Chief Minister Naveen Patnaik.

R. Balakrishnan, IAS, (Retd.)

R. Balakrishnan is a bureaucrat, author, researcher, poet and has written several books in Tamil. He is a former Indian Administrative Service officer. Currently he serves as the chief advisor (special initiative) to the Chief Minister of Odisha state government.

Balakrishnan was born in Natham (Dindigul district). He studied BA and MA in Tamil Literature in Madurai. After that worked as Sub-Editor in Madurai Dinamani Daily Newspaper From 1980 to 1984 July . He was the first candidate to take the civil service in Tamil and was selected in the Indian Administrative Services in the first attempt. He belongs to the 1984 batch.

In his thirty-four years of civil service with the Government of Odisha and the Government of India, Balakrishnan hold several notable positions. He retired as the additional chief secretary and development commissioner in 2018. Earlier, he held the assignment of Deputy Election Commissioner, Election Commission of India twice. He also served as the Chief Vigilance Officer, Chennai Petroleum Corporation Limited, Chennai. Currently, he is the Chief Advisor to the Chief Minister’s Office and Chief Advisor (Special Initiatives) Government of Odisha.

Balakrishnan is also a poet and lyricist. He has written books in Tamil and English. His publications are Anbulla Amma (1991), Siragukkul Vaanam (2012), Sinduveli Panpattin Travida Adithalam (2016), Nattukkural (2016), Panmaayak Kalvan (2018), Irandam Sutru (2018), Abadha Padachinha (articles about Odisha)(translation in Odiya) (2019) and Journey of a Civilization: Indus to Vaigai (2019,Kadavul Aayinum Aaga(2021), Ani Nadai Yerumai(2022), Oer Yer Uzhavan(2022).

V Karthikeyan Pandian, IAS

VK Pandian is an intelligent and educated person. His homestate is Tamil Nadu. But he lives in Odisha.

VK Pandian was born on 29th May 1974 in Tamil Nadu, India. His age is 48 years. He knows many languages like Tamil, Odia, English, and Hindi. He passed in IAS in the 2000 batch. He is now the 5T Secretary of Odisha CM Naveen Patnaik. Pandian is a very hardworking person who always stays with CM Naveen Patnaik. And whoever comes to meet CM Naveen Patnaik first they have to take an appointment with VK Pandian.

VK Pandian has done graduation in Agriculture and post-graduation in Physiology. V Karthikeyan Pandian passed in the 2000 IAS batch. He was the Sub-collector from 2002-2004 in the Kalahandi district of Odisha. From 2005-2007 he was Collector in the Mayurbhanj district. Then from 2007 – 2011 was Collector in the Ganjam district. After that in 2011 he became private secretary to Odisha CM.Then after some time, CM Naveen Patnaik made VK Pandian a 5T officer.

R Vineel Krishna, IAS

Vineel Krishna,a super IAS officer seems to be the rising star of Odisha. He is the real sports developer of Odisha. Under his supervision, all the sports projects are being executed. Vineel Krishna, the former managing director of Odisha Mining Corporation (OMC) and Odisha Mineral Exploration Corporation Ltd (OMECL), has been appointed as the Special Secretary to the Chief Minister.

Krishna was also the Director of Sports Department and OSD (Covid Management) in the Chief Minister’s Office (CMO). The 2005-batch IAS officer is now holding the post of Special Secretary in the Sports and Youth Services Department as an additional charge.

The IAS also adopts government schools in Odisha under the ‘Mo School’ programme of Naveen’s Government. The IAS was abducted by the Maoists when he was the Collector of Malkangiri. He always dedicate himself for the betterment of the common men. Really he is a crest jewel of Odisha bureaucracy.

 Dhirendra Sambhaji Kutey, IPS

The 1997-batch IPS officer, Dhirendra Sambhaji Kutey, who was serving as Officer on Special Duty ( OSD) to the chief minister Naveen Patnaik, has been elevated to the rank of special secretary. He is now in the chief minister’s office (CMO) as special secretary to chief minister.

Kutey has been in CMO since 2017.

Smt. Roopa Roshan Sahoo, IAS

The 2006 batch Odisha cadre IAS Officer is currently working as the Special Secretary to the Chief Minister of Odisha.

She has done tremendous performances on her previous postings. Her husband Anup Shoo is an IPS officer.

Manoj Kumar Mishra, IRTS

A 2000 batch IRTS officer, Manoj Kumar Mishra is now posted as the OSD to Chief Minister.

His efforts for the betterment of our State are highly adorable.

Along with these officers some other officers are also in CMO, dedicating themselves for the upliftment of our state.
