Haryana top cop named in IPS officer’s suicide note

The Haryana government is considering sending state police chief DGP Shatrujeet Kapur on leave following the suicide of senior IPS officer ADGP Y Puran Kumar, who was found dead at his Chandigarh residence earlier this week.
According to top government sources, an officiating DGP is likely to be appointed later today, amid mounting pressure on the state administration to act on the explosive allegations made in Kumar’s nine-page suicide note.
The move comes as the suicide note, recovered from the officer’s pocket, revealed serious charges of harassment, discrimination, and administrative bias against as many as 12 senior officers, including a DGP-rank officer. Kumar also named seven to eight IPS and two IAS officers, accusing them of unfair treatment, caste-based discrimination, and irregularities in postings and performance reviews (ACRs).

The note also contained a page written as a will, bequeathing all of Kumar’s property to his wife. Investigators have said the document is now a key piece of evidence as they examine its contents to determine the nature of the harassment and individuals named.
Police have conducted a detailed forensic sweep of the residence, collecting multiple pieces of evidence through videography and photography. Authorities are now examining the digital and handwritten materials for corroboration of the claims made by the officer.Meanwhile, sources said SP Rohtak Narendra Bijarnia, who was reportedly among those named in the complaint filed by Kumar’s wife, is also likely to be transferred as part of the wider reshuffle.
Kumar’s death has sent shockwaves through the Haryana police and bureaucratic circles, not only because of the seniority of the officer but also due to the pattern of complaints he had raised over the years. A review of official records and correspondence shows that Kumar had repeatedly written to senior state officials, including the Chief Minister and Chief Secretary, alleging caste-based bias, irregular promotions, and administrative harassment.
