Airport Flags Alleged Height Norm Violation by High-Rise Project Near Delta Square

Bhubaneswar: The authorities of Biju Patnaik International Airport have served a notice on a private real estate developer over the alleged violation of aviation height restrictions by an under-construction multi-storey building near Delta Square.

According to airport officials, the building is suspected to have exceeded the permissible height by nearly 11 metres, prompting concerns over flight safety. The reported violation has also led to an increase of around 26 metres in the Obstacle Clearance Altitude (OCA), a key aviation safety parameter used during aircraft operations.

The project site is situated nearly 3.5 kilometres from the airport, an area where construction activities are subject to strict height regulations to ensure the safe movement of aircraft.

Airport authorities have also informed several government agencies about the matter, including the Directorate General of Civil Aviation (DGCA), the Urban Development Department, the Transport Department, the Bhubaneswar Development Authority (BDA) and the Bhubaneswar Municipal Corporation (BMC) for necessary action.

Speaking on the issue, Airport Director Prasanna Pradhan said issuing such notices is a standard regulatory procedure whenever a potential violation is detected.

He noted that any construction or even the growth of tall trees within a 20-kilometre radius of the airport requires prior clearance through a No Objection Certificate (NOC). If the prescribed limits are breached, the airport authority initiates action by notifying the concerned party in accordance with aviation regulations.
