Odisha Signs Pact with IFC to Boost PPP Projects, Attract $2 Billion Private Investment

Bhubaneswar: The Odisha government on Thursday entered into a Programmatic Transaction Advisory Services Agreement (TASA) with the International Finance Corporation (IFC) to strengthen the state’s Public-Private Partnership (PPP) framework and accelerate private investment in infrastructure development.
The agreement was signed in the presence of Chief Secretary Anu Garg, who chaired the signing ceremony.
Speaking on the occasion, Garg highlighted the importance of mobilising private capital to drive Odisha’s long-term development goals under the Viksit Odisha 2036 vision. She said the collaboration with IFC, the private sector investment arm of the World Bank Group, would help build a stronger PPP ecosystem and support the execution of high-impact infrastructure projects across the state.
Shalabh Tandon, Regional Head of Operations and Acting Regional Director (South Asia) at IFC, described Odisha as a priority state for the organisation and expressed confidence that the partnership would lead to meaningful outcomes in infrastructure financing and project development.
Under the one-year engagement, IFC will assist the state in identifying at least 20 commercially viable PPP projects with an estimated combined investment potential of around USD 2 billion. The proposed projects will span key sectors, including renewable energy, power transmission, logistics, transport, urban infrastructure and electric mobility.
The partnership is expected to create a robust pipeline of investment-ready projects, paving the way for greater private sector participation and supporting Odisha’s infrastructure growth while enhancing its competitiveness at both the national and global levels.
