Odisha Cabinet Approves ₹2,781 Crore Flood Management Scheme

Bhubaneswar: In a major step to address the recurring flood crisis, the Odisha Cabinet on Saturday approved the “Comprehensive Flood Management Scheme” with a total financial outlay of ₹2,781 crore.

The ambitious project will be funded entirely through the state’s own resources and implemented over a five-year period, from the financial year 2025-26 to 2029-30.

Located along the Bay of Bengal coast, Odisha remains highly vulnerable to natural disasters such as floods, cyclones, and storm surges. Nearly 33,400 square kilometres—about one-fifth of the state’s total geographical area—is prone to flooding, making it a persistent challenge during the monsoon season.

Floods have become a regular occurrence due to multiple factors, including heavy rainfall, siltation of riverbeds, inadequate drainage systems, unfavorable topography, and the growing impact of climate change.

The newly approved scheme adopts a comprehensive and integrated approach by combining both structural and non-structural interventions. Structural measures will include the strengthening and raising of embankments, protection of saline embankments, restoration works, and coastal erosion control.

On the other hand, non-structural measures will focus on improving flood forecasting systems, enhancing preparedness, implementing floodplain zoning, introducing procedural reforms, and strengthening rescue and relief operations.

The state government expects that the implementation of this scheme will significantly reduce the loss of human lives, protect villages, and minimize damage to agricultural land during flood events. Additionally, it aims to promote sustainable flood management practices while boosting public awareness and preparedness across Odisha.
