SC seeks clarity over Form 6 changes in SIR

The Supreme Court on Monday clarified that it had not authorised any changes to Form 6 being used by the Election Commission of India during the Special Intensive Revision (SIR) of electoral rolls.
A three-judge bench headed by Chief Justice Surya Kant, comprising Justices Joymalya Bagchi and V. Mohana, sought official records to determine who introduced the alleged changes to the form.
The court was hearing a PIL questioning modifications to Form 6, particularly provisions seeking information about an applicant’s ancestry and their connection with an earlier SIR exercise. The petition claims that these changes were incorporated into the Election Commission’s software without following the required statutory process.


The bench issued notice on the petition and clubbed it with another case concerning the SIR process.
The plea also alleges that certain decisions and software-related changes were made without the consent of the other Election Commissioners. The Election Commission had earlier maintained that the Supreme Court’s May 2026 judgment concerning the Bihar SIR had approved the Form 6 declaration.
The latest clarification from the apex court puts the focus back on how and by whom the disputed changes to Form 6 were introduced.
