Odisha Targets 5 Lakh MSMEs on ONDC Platform by 2027

Bhubaneswar: The Odisha government has set an ambitious target to onboard five lakh micro and small enterprises (MSEs) onto the Open Network for Digital Commerce (ONDC) by 2027, MSME Minister Gokulananda Mallick informed the state Assembly on Wednesday.
In a written reply to a question by Satyabadi MLA Om Prakash Mishra, the minister said the MSME Department has been organising awareness and onboarding programmes at the district level through the Raising and Accelerating MSME Performance (RAMP) initiative to achieve the target.
Mallick said the initiative is part of the MSE-TEAM (Micro and Small Enterprises Trade Enablement and Marketing) scheme under the Ministry of MSME, Government of India. The programme focuses particularly on promoting digital commerce among enterprises in tier-II and tier-III cities across the state.
“The department is conducting workshops in coordination with Seller Network Participants (SNPs) to educate producer groups, artisans and MSMEs about ONDC, facilitate onboarding and register them under the TEAM scheme,” the minister said.
So far, three outreach programmes have been organised in Khordha, Cuttack and Nayagarh districts, reaching several enterprises and artisan groups. In addition, SNPs have conducted multiple awareness and onboarding sessions across the state.
Mallick noted that a programme held in Puri district successfully onboarded seven artisans onto the ONDC platform. However, he added that no enterprises from Satyabadi block have been onboarded yet.
“We recognise the need for comprehensive coverage across all blocks, including Satyabadi. An outreach event under the RAMP programme is being planned at the district level in the coming months to address this gap,” he said.
The minister further stated that, in coordination with the District Industries Centre (DIC) in Puri, efforts will be made to mobilise producer groups, artisans and traders from Satyabadi and other blocks of the district.
These workshops will focus on spreading awareness about digital commerce platforms, providing hands-on training for registration and onboarding, demonstrating the benefits of digital marketplaces for rural traders and artisans, and facilitating end-to-end onboarding support.
Mallick added that the department remains committed to ensuring inclusive digital integration of MSMEs across all blocks and will continue to intensify outreach efforts in smaller cities.
Through the initiative, the state government aims to strengthen the digital presence of micro and small enterprises, improve their market access and help rural traders and artisans benefit from e-commerce opportunities through ONDC and the Government e-Marketplace (GeM).
