Odisha Moves to Withdraw MLA, Speaker & Minister Salary Hike Bills

The Odisha Legislative Assembly Secretariat has formally notified all MLAs that Parliamentary Affairs Minister Dr Mukesh Mahaling has given notice to withdraw four key amendment bills that sought to revise salaries, allowances and pensions of legislators, the Speaker, Deputy Speaker and Ministers.
In an official letter (No. BILL-/2026-250) dated March 26, 2026, Secretary Satyabrata Rout, IAS, informed members that Dr Mahaling intends to move for leave to withdraw the following bills:
(i) The Odisha Legislative Assembly Members’ Salary, Allowances and Pension (Amendment) Bill, 2025
(ii) The Odisha Legislative Assembly Speaker’s Salary and Allowances (Amendment) Bill, 2025
(iii) The Odisha Legislative Assembly Deputy Speaker’s Salary and Allowances (Amendment) Bill, 2025
(iv) The Odisha Ministers’ Salaries and Allowances (Amendment) Bill, 2025
The letter states that if leave is granted by the House, the bills will be withdrawn. Copies of the communication have been forwarded to the Governor’s office, Advocate General, Law Department, Parliamentary Affairs Department, Assembly Party Secretaries, Lok Sabha Secretariat and the Assembly Library.
The development effectively shelves the proposed salary and allowance revisions that had been introduced in 2025.
