Odisha High Power Committee Reviews Aviation Expansion Plans, Sets Target of 15 Airports by 2047

Bhubaneswar: The fourth meeting of the High Power Committee on Aviation, chaired by Chief Secretary Manoj Ahuja, was held at Kharabela Bhawan on Saturday to assess ongoing developments and future plans for strengthening Odisha’s aviation ecosystem under the vision of Vikshit Odisha 2036–47.

Senior officials including Development Commissioner-cum-Additional Chief Secretary Anu Garg, Commerce & Transport Principal Secretary Usha Padhee, and Tourism Commissioner-cum-Secretary Balwant Singh participated in the discussions. The committee reviewed emerging opportunities in the aviation sector and explored measures to accelerate infrastructure development, enhance connectivity and create a supportive policy environment. A major focus of the meeting was Odisha’s long-term goal of establishing 15 fully operational airports by 2047, a milestone expected to significantly boost regional, domestic and international air linkages.

Officials highlighted the need for a dedicated policy to promote Flight Training Organisations (FTOs) in the state and reviewed progress on operationalising the Aviation Centre at Dhenkanal, with the aim of making it a key hub for flight training and capacity building. They also discussed the formulation of a comprehensive State Aviation Policy to streamline regulatory processes, encourage private investment and ensure balanced sectoral growth.

The committee considered recognising aviation manufacturing and MRO (Maintenance, Repair & Overhaul) facilities as a Thrust Sector under the Industrial Policy Resolution to strengthen Odisha’s aviation value chain and attract new industries. The development of a new Destination Policy to expand general air connectivity through small aircraft services, especially to remote and underserved areas, was also discussed.

Progress of key aviation projects, including the proposed greenfield International Airport at Puri, was reviewed, along with updates on airport and airstrip development across the state. The Chief Secretary stressed the importance of inter-departmental coordination, timely project implementation and proactive planning to position Odisha as a leading aviation hub in eastern India. Connectivity to Rourkela and Jharsuguda was also assessed during the meeting.
