Odisha Government Reinforces Complete Ban on Single-Use Plastic in State Offices

Bhubaneswar: In a decisive move to promote environmental sustainability, the Odisha government has reiterated its complete ban on single-use plastic items across all government offices, autonomous bodies, and State Public Sector Undertakings (PSUs). The directive aims to curb the widespread use of plastic despite earlier regulations in place.

In an official communication addressed to all Additional Chief Secretaries, Principal Secretaries, and Commissioner-cum-Secretaries, the state government has called for immediate and strict adherence to the existing plastic ban rules. The letter highlights that although the use of single-use plastics was banned in Odisha from October 2, 2019, and nationwide from July 1, 2022, such items continue to be used extensively—particularly in urban areas and public spots like picnic zones.

The government has issued detailed instructions to ensure complete elimination of single-use plastic items in all official settings. The use of plastic water bottles during meetings, workshops, conferences, and other official gatherings is strictly prohibited. Departments have been directed to use sustainable alternatives such as bottles made of steel, copper, glass, bamboo, or earthenware.

Similarly, the use of plastic or thermocol plates, cups, bowls, trays, spoons, and other disposable items is banned. Offices are encouraged to adopt eco-friendly substitutes made from steel, brass, glass, or plant-based materials. The use of polythene bags for carrying official documents or materials has also been restricted. Instead, jute, cloth, or paper-based bags are recommended.

Employees and visitors are not permitted to bring food, tea, or coffee in plastic containers or polythene bags into office premises. These should be carried in sustainable alternatives like steel, brass, or glass containers. The directive also restricts the use of plastic-wrapped flower bouquets, gift items, and mementoes, advising the use of paper-based or other eco-friendly wrappers instead.

The government has stressed the importance of strict enforcement and ongoing monitoring to ensure the success of the plastic ban. Departments have been urged to raise awareness among staff and the public and take appropriate corrective measures wherever violations are found. This renewed emphasis underscores Odisha’s commitment to environmental responsibility and sustainable governance practices.
