New Rules for Delayed Birth and Death Registration to Take Effect October 1

The amended law governing the registration of births and deaths will come into effect from October 1, 2026, bringing stricter procedures for cases where registration is delayed.
Registrar General of India Mrityunjay Kumar Narayan said the new provisions are aimed at ensuring that births and deaths are registered within the prescribed time and at preventing unnecessary delays.


The Registration of Births and Deaths (Amendment) Bill, 2026, which was approved by both Houses of Parliament, became law after receiving the President’s assent last month.
Under the amended provisions, a birth or death reported after one year but within two years of the event will require approval from the District Magistrate, Sub-Divisional Magistrate or an Executive Magistrate.
For cases where the delay exceeds two years, registration will be permitted only on the basis of an order issued by a Judicial Magistrate of the First Class.
The law also requires the competent authority to verify the authenticity of the reported birth or death before allowing registration in delayed cases.


Registration of births and deaths is mandatory, and the resulting certificate serves as an important legal document establishing an individual’s identity and official record.
