No passage of Bills in House amidst din

Bhubaneswar, July 16(Reporters Today Bureau): The decision of Maharashtra Assembly Speaker Rahul Narwekar not to allow passage of bills amidst din may set a new trend in state Assemblies.
It is often seen that bills, including important ones, are passed in Assemblies and Parliament amidst disruptions.
This meant that any legislation passed under such circumstances does not reflect the opinion of the members of the House and rarely any consensus is arrived at.
MLAs are elected to the House to represent the people of their area. Unless they are heard or their opinions are ignored without a proper debate would mean ignoring a section of the society.
Narwekar’s views during his visit to the national capital to attend a meeting of presiding officers of state assemblies convened by Lok Sabha Speaker Om Birla on Friday.
Th e Maharashtra Speaker said that the recent session of the assembly in Maharashtra witnessed debates for nearly nine hours. Very less time was lost to disruptions.
He said he received the cooperation of all the floor leaders and MLAs to run the House smoothly.
