Let’s take a leap to next level of governance: CM asks senior officials

Surjit Kumar Dhal, Bhubaneswar, June 23: Chief Minister Naveen Patnaik Saturday exhorted the senior bureaucrats to take a leap to the next level of governance after reaching a certain stage in Development.
“We have now reached a certain stage in development and governance from where we should take a leap to the next level. People are aspirational and that should motivate us to provide effective services,” Patnaik said addressing senior official here.
He said a Government wins the trust of people by doing good work and repeatedly enjoys the trust of people by sustained good works.
I congratulate all of you for being part of the team doing good work for the State.
Patnaik said during the current term I want to focus on employment and value addition on a big scale comparable to the best in the world—Australia, South Korea or Singapore.
“Bold industrialisation and world class infrastructure ….. MSME clusters or Start Up Hubs….. Make our policies the best in the country in every sector in which we see potential,” he said.
Patnaik said if the best State in the country is providing X then let’s do X PLUS along with conducive micro climate.
“As regards services, Government will make a paradigm shift more and more towards self certification we will trust the goodness of people than the integrity of our process,” the Chief Minister said.
He stressed the his 5 ‘T’s to be implemented in letter and spirit—Technology, Teamwork, Transparency and TIME leading to Transformation.
“I want all of you to identify services and processes where in the first phase you want to implement 5 Ts. Preferably wherever there is citizen interface,” he asserted.
Patnaik said his office will directly monitor the implementation of 5 Ts.
“The hallmark of good governance is citizen satisfaction and frankly you will all agree that there is huge scope for improvement,” he stressed.
The Chief Minister asked if the doctors took feedback from the patients admitted to their hospitals and if the Transport Department took any feedback from young people who get licenses.
He also asked if anyone ever cared to know their level of experience.
He asked the officials whether any feedback has been taken from the people who visit the Tehsil offices or the Sub-Registrar’s office.
“All these Offices exist for citizens – run with their money. What is the level of citizen satisfaction in these offices. I want you to look at all the services from the citizen’s point of view,” he advised the officials.
The Chief Minister said he writes the Performance Appraisal Reports of these senior officials while the people write his government’s performance appraisal report.
“I want a link between these reports. Both of us have to be accountable,” he said while asserting that he sincerely meant it.
