IDCO Game: Mutual Corruption Understanding

Bhubaneswar (Surjit Kumar Dhal): IDCO, which has the authority to allot lands to industries in the State is now in the grip of corruption. All the industrial estate areas over the State are under IDCO and the corporation gives land to eligible industries for a lease period of 90 years. It is a major industrial part of Government. But now a day it seems to be going on a wrong way.

According to the IDCO regulations 2016, notification no. 2125, dated 4th February 2017, the authority will allot the land to the applicant and then fix the premium. After getting the premium the authority will hand over the industrial land to the concern industry and only then the entrepreneur will proceed on construction. But here the corporation has allotted land to a company by cancelling another’s.    

In a bizarre case, one company named Capital Food Products applied for a land in Mancheswar area of the State Capital and started construction. Previously this particular land was reportedly allotted to Kanha Kitchen and then cancelled and allotted to Capital Food Products. It is known from a reliable source, a retired IDCO man who is now reappointed in the corporation, named Pusparaj Pradhan illegally helped the particular entrepreneur to get the land. It is also known that crores of unhealthy money transaction is being done between the retired IDCO man and Capital Food Products. Many more unscrupulous officials may be involved in this mischieves.

At an important area, which locates near Mancheswar police station should be allotted with proper consideration. It is shocking that, the chairman-cum-managing director of IDCO, IAS Sanjay Kumar Singh is completely unknown about the incident. How a man from IDCO can able to disobey the guidelines regulated by IDCO itself? Is the corporation working with the mood of Mr. Pradhan?

While the 5T and Mo Sarkar is enforcing corruption free administration, how such type of misdeeds are being done. We expect the 5T secretary should inquire this case and take necessary action. It is high time for the Government, Concern Minister and Chairman to be vigilant toward such type of black deeds and maintain the clean image of Odisha Government.
