HUD Minister Reviews TP Schemes, New City Project in Bhubaneswar

Bhubaneswar: Housing and Urban Development Minister and Chairman of the Bhubaneswar Development Authority (BDA), Krushna Chandra Mahapatra, on Wednesday inspected Town Planning (TP) Schemes No. 1, 2 and 3 at Bijipur, Paikarapur and Sahajpur. He also reviewed the progress of the upcoming New City project, a major urban development initiative for the capital region.

During the visit, Mahapatra reaffirmed the government’s commitment to expanding TP schemes across Bhubaneswar’s peripheral areas as part of its vision for a larger, well-planned Greater Bhubaneswar. He said the schemes are aimed at ensuring orderly urban growth, improved infrastructure and better public amenities.

The TP initiative is a key pillar of the ‘Samrudha Sahara’ programme, which focuses on transforming Odisha’s urban regions through systematic land reconstitution and planned expansion. It is aligned with the Comprehensive Development Plan (CDP) 2010, which proposes a 65-km ring road encircling the Bhubaneswar Development Area.

Mahapatra said the TP schemes would boost connectivity, enhance livability and increase the market value of land retained by owners.

Reviewing the New City project—spanning nearly 800 acres across Gothapatna, Daspur and Malipada—the Minister emphasised creating an inclusive, resilient and future-ready urban ecosystem to support multi-dimensional economic growth in the region. He held detailed discussions with officials and stressed timely implementation and adherence to planning norms.

Mahapatra further informed that an MoU has already been signed with Singapore-based Surbana Jurong Infrastructure Private Limited for technical expertise, while a market feasibility study has been completed with support from global real estate firm JLL.
