Higher Education Dept Issues Guidelines on Pay and Benefits for Aided College Staff

Odisha Higher Education Department issued a detailed clarification on service conditions, pay fixation, service calculation, and benefits for teachers and employees of non-government aided colleges.


The department released the notification by citing earlier government orders, office memorandums, and resolutions to remove confusion and ensure uniform implementation.

Officials confirmed that the Grant-in-Aid (GIA-2016) Resolution will be fully implemented for aided colleges, as directed in departmental letters dated August 9, 2019, and October 9, 2024. They noted that in some cases, implementation occurred after 15 months.

The clarification also referred to departmental files and office memorandums from 2018 and 2020, which guide service calculation, pay fixation, and increments. Another office memorandum dated February 13, 2025, made provisions effective from January 1, 2024, covering 7.5 months of service calculation and related benefits.

The department highlighted older rules such as the Grant-in-Aid Rules of 1981, Odisha Civil Service Rules of 1992, and the 1994 Resolution, which ensure service security, pension, gratuity, and other benefits for aided college employees. Officials said the clarification will bring transparency and resolve long-standing issues raised by staff associations.

The notification directed all concerned authorities, college administrations, and employee unions to implement the instructions immediately. Thousands of teachers and employees across Odisha are expected to benefit.

During the Assembly budget session, BJD MLA Dhruba Charan Sahoo raised questions on the matter. The department responded with this clarification, assuring that the government remains committed to resolving service-related concerns of aided college staff.
