Odisha Assembly Passes ₹3.10 Lakh Crore Appropriation Bill for 2026-27

Bhubaneswar: The Odisha Legislative Assembly on Tuesday passed the Appropriation Bill authorising the state government to spend ₹3.10 lakh crore from the Consolidated Fund for the financial year 2026-27.
The Bill was cleared amid a walkout by Opposition members. Chief Minister Mohan Charan Majhi, who also holds the Finance portfolio, supported the proposal, stating that the budget estimate for 2026-27 reflects a 7 per cent increase over the previous financial year.

Out of the total outlay, ₹1.80 lakh crore has been earmarked for Programme Expenditure, which constitutes around 58 per cent of the budget. The Chief Minister highlighted that the capital outlay stands at ₹72,100 crore, accounting for 6.5 per cent of the Gross State Domestic Product (GSDP) and 23.3 per cent of the total budget—among the highest allocations by any major state.
As per projections, Odisha’s GSDP for 2026-27 is estimated at ₹11.07 lakh crore, with an expected growth rate of 8 per cent or higher. The fiscal deficit is set to be maintained at 3.5 per cent of GSDP, ensuring compliance with the Fiscal Responsibility and Budget Management (FRBM) Act.
Majhi also informed the House that ₹42,492 crore has been allocated to agriculture and allied sectors for 2026-27, marking a 12.3 per cent increase over the previous year.
Several members participated in the discussion on the Bill, including Ranendra Pratap Swain, Niranjan Pujari, and Arun Kumar Sahoo from the BJD; Tara Prasad Bahinipati from the Congress; and Tankadhar Tripathy, Sidhant Mohapatra, Irasish Acharya, and Santosh Khatua from the treasury benches.
