Odisha Government Clarifies on AMNS and JSW Steel Plant Projects

Odisha Government presented a detailed response in the Assembly today regarding the proposed 24 million tonnes per annum (MTPA) integrated steel plants by AMNS India Pvt. Ltd. and JSW Utkal Steel Ltd.
The reply came during a starred question session, highlighting the scale and impact of these projects.
Officials confirmed that AMNS India proposed its 24 MTPA plant in 2021. Land acquisition and clearances, including environment and DPR approvals, are underway. The government assured that the project will generate thousands of direct and indirect jobs while adhering to environmental safeguards and protecting local interests.
JSW Utkal Steel Ltd. also submitted a proposal for a 24 MTPA plant, expanding from its earlier 12 MTPA approval. Land acquisition, environmental clearance, and utility arrangements are in progress. The project is expected to create nearly 50,000 direct jobs and many more indirect opportunities.
The government emphasised that both projects represent milestones in Odisha’s industrial development and employment generation. Authorities pledged full cooperation while ensuring transparency and compliance with all legal norms.
The clarification came amid protests by farmer organisations, including the Ganatantra Kisan Mahapanchayat, which raised concerns about land acquisition and livelihood impacts. The government assured that farmers’ interests will be safeguarded and all rules will be followed during land selection.
Opposition parties are likely to continue questioning the transparency of these projects and their impact on farmers. However, the government described them as crucial steps toward economic growth and industrialisation.
