Odisha to Cancel RCs of Vehicles Without PUCC, Fitness Certificates: Transport Minister

Bhubaneswar: The Odisha government has announced strict action against vehicles operating without valid Pollution Under Control Certificates (PUCC) and fitness documents, warning that repeated violations could lead to cancellation of Registration Certificates (RC).

Transport Minister Bibhuti Bhushan Jena on Thursday said enforcement of PUCC norms will be intensified across the state. He urged vehicle owners and operators to ensure their vehicles carry valid PUCC and fitness certificates, cautioning that non-compliance may attract stringent penalties, including cancellation of RCs.

The Minister made it clear that habitual offenders and those repeatedly flouting transport regulations would face strict consequences as part of the government’s stepped-up enforcement drive.

The Transport Department is set to launch intensified inspection campaigns in the coming days, with special focus on school buses to ensure student safety. Emphasising the importance of roadworthiness and emission compliance, Jena said these measures are crucial for both road safety and environmental protection.

Highlighting reforms in the vehicle fitness certification process, the Minister informed that fitness certificates will now be issued through an Automated Testing System (ATS). Construction of ATS centres is currently underway across Odisha. Although earlier deadlines were set for establishing these centres, approvals in five districts were delayed due to procedural constraints.

To address the interim gap, the government has introduced temporary manual arrangements and has fixed a fresh timeline to complete the ATS infrastructure and streamline the issuance of fitness certificates.

Reiterating the state government’s commitment to strict monitoring, Jena said enforcement efforts will continue to ensure full compliance with transport and pollution control norms.
