Odisha Pushes District-Level Growth While Targeting Zero Power Failures and Accidents

Bhubaneswar: The Odisha government has outlined a coordinated administrative push aimed at accelerating district-level development while strengthening power safety and supply reliability across the state.
In a recent review with district collectors, Chief Secretary Anu Garg called on local administrations to function as active drivers of economic and social development. Collectors were asked to focus on a set of priority projects in their districts and ensure closer monitoring to improve execution and accountability. To support this approach, the state has institutionalized monthly review meetings with collectors to track progress on infrastructure, welfare schemes and administrative reforms.
The Chief Secretary also stressed the need for stronger field-level supervision, particularly in areas such as drinking water supply, healthcare delivery and district infrastructure projects, where delays directly affect public services. The utilisation of District Mineral Foundation funds and the progress of district science centres and planetarium projects were also reviewed, with officials advised to align them with local development needs.
Alongside the development agenda, the state leadership has set ambitious targets for the power sector. Chairing a review of Odisha’s power distribution system, Garg highlighted the goal of achieving zero fatalities and zero blackouts. Power utilities were directed to strengthen safety measures, modernise distribution networks and minimise outages, especially during peak demand and adverse weather conditions.
The meeting also reviewed the rollout of smart meters, aimed at improving billing accuracy and system transparency. Officials discussed expanding rooftop solar installations under the PM Surya Ghar Muft Bijli Yojana, with utilities expected to play a facilitation role. Digital tools such as the Surakhya Kavach App were highlighted for improving safety monitoring and emergency response.
By combining district-driven growth with improved power reliability and safety standards, the state government aims to enhance governance delivery and support balanced development across Odisha.
