Odisha Cabinet Approves IT Policy 2025 to Position State as Global Tech Hub

Bhubaneswar: In a significant step towards digital transformation, the Odisha State Cabinet on Monday approved the Odisha IT Policy 2025, aimed at positioning the state as a leading hub for innovation, IT-enabled services, and emerging technologies.

The policy seeks to integrate AI, cloud computing, data analytics, and IoT into governance and service delivery, while also building a digitally inclusive society that supports entrepreneurship and sustainable growth. Designed to generate 1 million direct and indirect jobs in the IT/ITeS sector, it emphasizes research and development, academic collaboration, and startup engagement.

Key infrastructure initiatives under the policy include the development of IT Parks, IT Towers, Special Economic Zones (SEZs), Centres of Excellence (CoEs), and a Cable Landing Station. Emerging technologies such as cybersecurity, 5G, AR/VR, deep learning, machine learning, and blockchain have been identified for focused promotion.

To attract investments, the policy provides a wide range of incentives, including capital and interest subsidies, SGST reimbursement, rental and land assistance, utility charge exemptions, patent support, marketing aid, and internship programs. Tailored packages will also be offered for large and mega IT projects along with co-working space creation.

Implementation will be overseen by a Policy Advocacy & Vision Group (PAVG) comprising industry, academic, and research experts. The Odisha Computer Applications Centre (OCAC) has been designated as the nodal agency, while the Electronics & IT Department will monitor progress and introduce necessary course corrections.

Officials said the policy is expected to attract global businesses, boost economic growth, create jobs, and cement Odisha’s position as a premier hub for IT, finance, R&D, and next-generation technology innovation.
