Odisha Govt Employees to Miss Promotion If Property Statements Not Submitted on Time

Bhubaneswar: The Odisha government has made it clear that employees who fail to submit their annual property statements within the prescribed deadline will not be eligible for promotion.
The General Administration and Public Grievance Department has issued an official order to all government departments, Revenue Divisional Commissioners (RDCs), and district collectors, directing strict compliance with the rule.

The order was issued after it was found that many government employees failed to submit their annual property statements for 2024 within the stipulated time. The department also confirmed that no extension would be granted for the submission of property details for the year 2024.
“It has come to the notice of the government that a significant number of employees failed to submit their annual property statement for the year 2024 through the HRMS portal by the prescribed deadline. There were requests for an extension; however, it has been decided that no extension of time will be granted, and the HRMS portal will not be reopened,” the department stated.
The government reiterated that timely submission of property statements is a mandatory pre-condition for promotion. Employees who missed the 2024 deadline will not be considered for promotion in any Departmental Promotion Committee (DPC) meeting until they comply in the following year.
All departments have been instructed to exclude non-compliant employees from DPC promotion lists.
The state government also clarified that property statements for 2025 must be submitted between January 1 and 31, 2026, and that the deadline will be strictly enforced.
